Beginning July 1, 2025, a dedicated half-cent retail sales tax goes into effect across Kirkwood. This new funding source—made possible through the creation of a Transportation Development District (TDD)—is helping us build a stronger, safer, more connected city.

This page is your guide to what’s changing, what’s being improved, and how Kirkwood is making it easier for everyone to get around—whether you walk, bike, roll, or drive.

Safe, reliable infrastructure is the foundation of a thriving community.

Kirkwood’s streets and sidewalks are essential. They connect us to schools, parks, businesses, and each other. But many of these systems are decades old and in need of repair or redesign to meet today’s safety and accessibility standards.

Thanks to Prop T funding, we’re putting long-term infrastructure solutions into action.

Funds generated by the TDD will be placed in a dedicated trust and used only for transportation improvements, including:

• ✅ Street resurfacing and curb maintenance

• ♿ New ADA-compliant ramps and sidewalk upgrades

• 🚶 Filling sidewalk gaps to improve pedestrian connectivity

• ⚠️ Crosswalk safety upgrades, new signage, and signal enhancements

These are the types of investments that make it easier—and safer—for everyone in Kirkwood to move around.

Starting July 1, 2025, a 0.5% retail sales tax applies to most purchases made within Kirkwood city limits.

This tax is expected to generate approximately $2.8 million annually—a major reinvestment in Kirkwood’s streets, sidewalks, and transportation safety.

Residents can expect to see the first construction projects funded by Prop T begin in fall 2025. These projects will be prioritized using engineering assessments, resident input, and equity-based planning to ensure the greatest community impact.
