All changes in occupancy require a Permit which includes an Inspection. All persons occupying a property should be listed on the Occupancy Certificate.

STEP 1: Click HERE to Register on the new Kirkwood Public Portal and Apply for an Occupancy Permit.
Single Family or Duplex Homes : Please apply for Residential Occupancy.
Condo and Apartment Residents: Please apply for Multi-Family Occupancy Permit.
STEP 2: Login to the public portal to request an Inspection or call 314-822-5823, Monday-Friday, 8:00 a.m.-5:00 p.m. Once an occupancy inspection in scheduled, you may then sign up for utilities.
NEW OCCUPANTS:
- Buyers of Residential and Commercial Property
- New tenants/renters of a Residential and Commercial Property
STEP 3: for the NEW OCCUPANTS - An Occupancy Certificate is issued to the NEW occupant once a property has passed the above inspection. You must submit an Occupancy Permit Application prior to the transfer of Utilities through the Kirkwood finance department.
However, you do NOT need a permit if one has already been issued and the property has passed inspection. We will issue you a Certificate of Occupancy which you can use at the Kirkwood finance department as noted above. Please complete the the form linked below and email it as instructed. You must show your Occupancy Certificate for children to register with Kirkwood School District.
