Welcome to the Building Division. We ensure compliance with Construction Related Ordinances and 2015 ICC codes (effective until March 31, 2026) as adopted by the City of Kirkwood. We are located on the lower level of City Hall at 139 S Kirkwood Rd, 63122.

Kirkwood Public Portal
The Kirkwood Public Portal will allow you to register and interact with many different departments.

All changes in occupancy require a Permit which includes an Inspection. All persons occupying a property should be listed on the Occupancy Certificate.
Who needs an Occupancy Permit and Inspection?
- Sellers of Residential and Commercial Property
- Landlords of Residential and Commercial Property
- Anyone can apply for an occupancy permit although typically a seller or landlord does prior to a property sale or new tenant.
STEP 1: Create a Login (if you don't already have one) at the new Kirkwood Public Portal. Please register first and then apply for your Occupancy Inspection Permit online. If you are a new occupant, please check with the seller or landlord before applying.
STEP 2: Once your permit is approved and issued, you can login and request an Inspection.

STEP 3 for the NEW Occupant:
An Occupancy Certificate is issued to the NEW occupant once a property has passed the above inspection. There must be Occupancy Permit prior to the transfer of Utilities through the Kirkwood finance department. You must show your Occupancy Certificate for children to register with Kirkwood School District.

- New tenants/renters of a Residential and Commercial Property
To get your Occupancy Certificate complete this Form and email it to the Building Division or deliver it to the Building Division Window located on the lower level of City Hall at 139 S Kirkwood Rd. All persons occupying a property should be listed on the form.

Please click the above link and create your login to the new Kirkwood Public Portal. Apply or Renew your Contractor's Business License (you will need your certificate of insurance as a pdf to upload). You should see your existing contractor's business license at the bottom of your dashboard screen.
On your dashboard, you can:
- Manage your Kirkwood Contractor's Business License (required to work in the city)
- Manage permits and applications
- Request and manage inspections
Please note that all plans larger than 11 x 17 must be submitted digitally. Applications for permits cannot be completed without the required documents.
You may also view current permits and inspection statuses. Simply search by Permit Number or Project Address.
