Chief Administrative Officer
As Kirkwood Chief Administrative Officer, Mr. Hawes directs the operations of a vibrant and full-service city of over 27,000 people.
The Chief Administrative Officer provides professional leadership and direction in the administration and execution of all City policies, and manages the activities of the City departments in order to ensure the highest quality services.
Mr. Hawes works with the Mayor and City Council to develop programs and solutions to address City needs and issues. The duties of the CAO also include development and administration of the municipal budget to provide the necessary resources for departmental operations, while incorporating the policies established by the City Council. Mr. Hawes oversees the operation of all City departments, including the only municipal electric and water utilities in St. Louis County. Mr. Hawes currently serves as Vice-Chairman on the St. Louis Metropolitan Sewer District Rate Commission, and is a board member of The Magic House - St. Louis Children’s Museum. He is also a member of Kirkwood Rotary Club.
Mr. Hawes received Master of Regional Planning and Bachelor of Arts degrees from the University of North Carolina at Chapel Hill. He also holds an Associate in Science degree in Business Administration from Lees McRae College. He is a member of the International City/County Management Association and the American Institute of Certified Planners.
