In addition to the help and guidance offered by the Citizens Finance Committee, in 2003 department heads began preparing annual comparative data to gauge the city's performance in the delivery of prompt, efficient, and valuable city services. Termed "performance measures," these data comparisons take into account how the city provides services in relation to other regional entities, both public and private. Each department performs an analysis of the services it provides to Kirkwoodians based on these comparisons.
