Safety
Street Closings
Streets
shall not be closed overnight without permission of the City
Council. Contact the
City Clerk at 314-822-5802.
Minor
streets may be closed during the hours of 9 a.m. to 4 p.m. with
permission of the Public Works Department (314-822-5822).
Twenty-four hour notification is required.
The contractor shall furnish detour signs, road closed
signs, barricades, and all other traffic control devices in
accordance with MUTCD (Manual
of Uniform
Traffic Control Devices; Millennium
Edition.)
Streets
may be partially blocked during construction
activities between
the hours
of 9 a.m. to 4
p.m. One lane of
traffic shall be maintained at all times.
One-lane signs, barricades, and traffic control devices
shall be required in accordance with MUTCD.
If traffic on the affected one-lane roadway is not visible
from one end or the other, then flagger procedures shall be used
to control opposing traffic flows.
All
work on major streets (Kirkwood Road, Geyer Road, Dougherty Ferry
Road, Woodlawn Avenue, Leffingwell Avenue, Ballas Road, Old Big
Bend Road, and Essex Avenue) shall require approval and
coordination with the Public Works Department (314-822-5822).
Public
Safety
When
working on a public right-of-way (street, sidewalk, or lawn area
between the street and sidewalk) or immediately adjacent to a
street or sidewalk, the contractor shall install barricades and
traffic control devices in accordance with MUTCD.

Pedestrian
Safety
Sidewalk Crossings
Sidewalks
may be closed during construction with approval of the Public
Works Department (314-822-5822). Barricades and signs which state
“sidewalk closed” shall be installed at each end of the closed
section. The Public
Works Department will not authorize the closing of sidewalks along
Kirkwood Road or the Central Business District unless no other
reasonable alternative exists for the contractor to perform the
work. A covered
walkway may be required in the Central Business District.
Street/Sidewalk
Cleaning
The
contractor is responsible to keep the sidewalk and street pavement
free of mud or debris from his/her operations at all times.

Storage
of Material and
Parking of Construction Equipment or Vehicles
Trailers,
construction equipment, and construction vehicles shall not be
parked or stored on any public street or sidewalk at any time.
Materials
or debris shall not be placed on any public street or sidewalk at
any time.
Dumpsters
shall not be placed on any public street or sidewalk at any time.
Trailers,
construction vehicles and equipment, dumpsters, or materials on a
public street or sidewalk are subject to removal by the City at
the owner’s expense.

These
provisions do not apply to governmental entities, public
utilities, or companies under contract with such organizations.
Construction
Hours
Construction
involving the operation of machinery or equipment which causes
loud or disturbing noise shall be allowed between the hours of 7
a.m. and 8 p.m. on Monday through Saturday and between 9 a.m. and
8 p.m. on Sunday except for activities by governmental authorities
or public utilities.

Work
on Public Streets or Sidewalks
in the Central Business District (SBD)
All
work on public streets or sidewalks in the Central Business
District (area bounded by and including Taylor Avenue, Clay
Avenue, Woodbine Avenue, and Bodley Avenue) shall require approval
and coordination of the Public Works Department (314-822-5822).
Partial
street or sidewalks closures or removal of parking on any street
in the Central Business District shall require the approval and
coordination of the Kirkwood Police Department
(314-822-5858).
Protection
of Excavations
During
non-working hours, excavations in the roadway shall be securely
covered with steel plates to allow traffic to safely cross over
the excavation. Signs
which state “Bump“ (MUTCD Sign #W8-1) shall be placed to warn
the motorist of the excavation.
Excavations
in the sidewalk or adjacent to the street pavement or sidewalk
shall be securely covered or securely fenced during non-working
hours. Barricades
shall be installed around the excavation.
Roads
Under Other Jurisdictions
Adams
Avenue; Ballas Road, from Adams to Dougherty Ferry; Big Bend Road;
and Marshall Road are under the jurisdiction of the St. Louis
County Department of Highways and Traffic (314-615-1150).
Manchester
Road; Kirkwood Road south of the Burlington Northern Railroad;
Kirkwood Road north of Swan Avenue; and Cragwold Road are under
the jurisdiction of the Missouri Department of Transportation
(MoDOT) (314-340-4100).
