MONDAY, JUNE 18, 2007

MEETING MINUTES

7:05 P.M.

I.                   CITIZEN COMMENTS 

Carol C.Gilster, 16 Garden Lane, discussed concerns regarding the proposed Dog Park. A letter describing the Dog Park concerns was handed out to all Park Board Members present.

Harold Whitfield, 574 W Monroe, discussed the proposed Dog Park.

Alan Hopefl, 12 Orchard Way, handed out a letter to all in attendance regarding measuring support for a Dog Park.

Don Foerster, 588 W Monroe, discussed proposed Dog Park

Kathy Paulsen, 401 Frieda, discussed proposed Dog Park

Gwyn Wahlmann, 1015 Janis Lane, discussed the proposed Dog Park

Joe Toenjes, 329 Rose Lane, discussed the proposed Dog Park

Lisa Short, president of the KDPA, 429 Burns, read a statement from Kellee Sikes, Vice President, KDPA concerning the proposed Dog Park.

1I.        APPROVAL OF MAY 21, 2007 BOARD MINUTES

A motion made by Betsy Wendell to approve the May 21, 2007 minutes, seconded by Bob Sears. All in favor, motion carried.

III.             OLD BUSINESS
            A    SUBCOMMITTEE REPORTS

                Implementation Committee

Murray Pounds reported on the construction for the Central Ridge Project, Phase 1.  The concession area, lighting, and landscaping was discussed.  Murray will continue to monitor the progress and hopefully the construction will be completed by the end of the month.

A meeting will be held on Thursday morning, June 21 at 8:15 to discuss Phase II and the playground area. This meeting is open to the public.

Dog Park Committee

Murray had a letter from Lois Bliss included in the Park Board packet that he was asked to distribute to the Park Board members relative to the Dog Park issue.

A meeting was held on June 6th for the purpose of discussing a possible site for a dog park. It was determined there are four sites that could possibly be used for a Dog Park with some restrictions.

The committee will be meeting again on Wednesday, June 20 at 4:30 p.m. for further consideration of the issue.  After this meeting the committee should have a recommendation for the Park Board to consider regarding the development of a dog park in the Kirkwood Park system.

B.     GAYLORD FOUNDATION DONATION PROJECT

The Implementation Committee met with members of the Gaylord Foundation Board and Ted Spaid from SWT this past Tuesday to conduct a design process for the project. Ted is currently working on developing a conceptual plan and cost estimate resulting from that effort.  Murray said they discussed a welcoming area by the bridge and should have the conceptual plan within a few weeks.

The donation is $75,000-$100,000.  There will be an initial payment of $25,000 to be given to the Park Board.

C.     OWLS, MISSOURI AMERICAN WATER GRANTS

            Linda Fenton and Murray met with Ron Coleman of the Open Space Council.

Ron has secured two separate $5,000 grants, one for the OWLS (Operation Wild Lands) program and one from Missouri American Water Company. The discussion with Ron focused on how these funds could be used to support the prairie wetlands project. Linda said we were the only one in Missouri to receive this grant.  Discussion was held regarding the boardwalk, fishing pier, and the prairie area.

IV.              NEW BUSINESS

A.  ELECTION OF PARK BOARD OFFICERS

A motion was made by Linda Fenton to nominate Gerry Biedenstein for President of the Park Board, Bob Sears for Vice President of the Park Board, and Rich Etzkorn for Treasurer of the Park Board, seconded by Boyd Wietecter.

B.     MAINTENANCE UPDATE

Preparation for the Meacham Park homecoming included installation of replacement of plant material, mulching all beds, removal of an elm tree, cleanup of play equipment and the picnic shelter.  The actual prep and cleanup costs association with the event was around $400.00.

Crews replaced broken sidewalk at the former bus stop island at Monroe.  A tactile grid was installed in the new sidewalk for ADA safety compliance, and the soil was replaced and the area seeded.

Work has been going on sporadically at GTP in preparation for the Dirtburners big race event at the end of this month.  Dead trees, limbs, ivy, have been removed, some grading and seeding has occurred, and cleanup of the western boundary is included

Volunteer Day with the GTCC on the 9th was successful.  About 15 volunteers aided the honeysuckle removal project by dragging previously cut brush to the chipping point.  Crews came in on Monday and chipped all brush.

Windscreens were completed at the Tennis courts with the help of some of Don LaChance’s volleyball players.  They volunteered a day to help finish hanging the screens.

Crews mulched the entire Community Center property.

Crews removed badly overgrown burning bush at Mitchell Park and replaced them with hostas. The 7-8’ tall bushes obstructed visibility and were so woody from mature growth that they had outlived their usefulness.  The front is now visible to the rear of the park.

Walker Park was weeded and treated with Finale and Pro Device to aid in control.

Dianthus and Foxglove replaced pansies at the title sign bed.

Quninette Cemetery had a Youth In Action group plant daylilies along the front of the wrought iron fence, as well as the flower circle in the front of the cemetery.  The plantings are being maintained by the Youth In Action supporters.

We have been watering the new plant material on a regular schedule with the help of the Recreation staff and community service workers.

We have had some ventilation issues with the composting toilets at Grants Trail.  But in the end it was just workmanship that caused the fans to stop working, and we repaired those problems easily after diagnosis.

The pedestrian lane at the Quarry has been painted throughout the length of the driveway.

Stop signs and stop bars have been installed along the pedestrian walkway through the Community Center lot.

The parks department received frames and lumber for tables, received trash receptacles and concrete tables today for installation in the new construction sites.

Jim Wilkerson is out with back trouble.

C.      OTHER MATTERS  

Trash cans on Grants Trail were discussed.  Betsy Wendell said the trash cans in Crestwood portion were always overflowing and look bad.

V.        DIRECTOR’S REPORT

Meacham Park Homecoming on June 2nd went well. The event was not as heavily attended as in previous years due to rain.

July 4th event is progressing as planned.  Performers and fireworks are in place.

The Dirtburners put in a wall in Greentree Park to accommodate new electrical panels.  Murray reported he is sending the Dirtburners a letter informing them that the parks and recreation department need to be notified of any changes or improvements they plan on making well in advance of engaging in such work. 

The community center is hosting a breakfast for the America in Bloom judges on June 28th at 7:30 am.  The judges will tour Greentree Park, Quinette Cemetery, the Wetlands in Greentree Park, Walker Park and Kirkwood Park.

The Recreation Department has advertised for one full time maintenance person for the community center and has some applications.  Murray said we will be interviewing this week.

Murray discussed an Adopt a Bench Plan as a way of getting donations.
