1I. APPROVAL OF
DECEMBER 17, 2007 BOARD MINUTES
Motion
made by Nick Ohlman and seconded by Boyd Wietecter to approve
the amended December 17, 2007 Park Board minutes.

III.
OLD BUSINESS
A SUBCOMMITTEE REPORTS
1.
Implementation Committee
Murray
Pounds reported on the current construction progress. Phase III
- Some redesign work on the layout will be necessary due to
conflicts with trees. Phase II - Most of the concrete work at
the amphitheater, trenching and lighting has been completed.
Seeding is on contract and should be finished by the end of
March.
Phase I –
The floors in the restrooms at the concession stand need some
work to correct drainage issues. The hand washing stations and
toilets need to be ADA compliant and this is all being worked
on.
The Gaylord
Foundation bid is due on February 6th. Murray
suggested a special meeting may be in order to consider the bids
in order to save two to three weeks on the construction.
2.
Trail Committee
Murray
Pounds met with the Oakland Board of Alderman and reported they
are very enthusiastic about the continuation of Grant’s Trail
via on street connections. A Kirkwood Traffic Committee meeting
is scheduled for this Thursday, Jan 31 to review various aspects
of the proposed trail plan that will allow for travel on
streets.
3.
Finance Committee
There will
be a public hearing on the Park Fund proposed budget during the
February meeting. The budget for the Recreation Division and the
Parks and Recreation Sales Tax Fund will be presented at the
City Council meeting for approval in March. There is a
possibility of budget adjustments for the health insurance
account in the Park Fund budget due to shortages for the current
fiscal year.
Nick Ohlman
reported the next Quinette Cemetery meeting will be held in
March.
B.
EMMENEGGER PARK BOUNDARY ISSUES
Jim and
Debbie Matush spoke to the Park Board regarding their concerns
about people and dogs on their private property. They reported
people use their driveway which is a concern.
Their
concerns and possible solutions were discussed.
Jerry
Grunzinger suggested the following: 1. The Park Board and staff
look at the City Ordinances to check the laws associated with
Emmenegger. 2. Leash Laws 3. MoDot is contacted regarding adding
directional signs in the highway right of way and parking at
Emmeneger is discussed.
It was also
suggested to discontinue mowing the meadow area along their
fence. This could deter people from reaching their property.
Curt reported the mowing contract starts up April 1, 2008.
The Board
suggested the Matushs’ call the police or a park ranger if
someone is trespassing on their property. Signage was discussed.
The Park Board is going to look at the property and will get
back with the Matush’s next month with any suggestions the board
may have.
C.
ROBINSON SCHOOL PLAYGROUND PROPOSAL
Included in
the Park Board packet was a copy of the proposed motion written
by Bob Sears for the Park Boards’ review.
A motion
was made by Katie Burckhalter to approve the amended agreement
to contribute an amount equal to the monetary contribution of
the Kirkwood School District, but not to exceed $26,000 which
will be available April 1, 2008, toward the project known as
“Phase II” of the Robinson School playground improvement subject
to the following conditions to be written into an appropriate
agreement between the Board, the Kirkwood School District, and
the Robinson School Parent Teacher Organization. Betsy Wendell
seconded the motion. All approved. Motion passed.
The Board
will have the agreement looked at by the City Attorney and the
School District’s Legal representative regarding any
responsibilities or liabilities associated with the
installation, maintenance or use of the playground equipment or
the safety surface.
IV. NEW
BUSINESS
A.
MONFORT PARK CONSTRUCTION RECOMMENDATION
Motion made
by Boyd Wietecter and seconded by Katie Burckhalter to recommend
to Kirkwood City Council the approval of the base bid of the
Harlan Company for $268,000.00 for construction of the park.
All
approved. Motion passed.
Motion made
by Jerry Grunzinger and seconded by Boyd Wietecter to recommend
the approval by the Kirkwood City Council for construction
management services with to be provided by Planning Design
Studio for $25,686.00.
All
approved. Motion passed.
Motion made
by Jerry Grunzinger and seconded by Nick Ohlman to recommend the
appropriation of $295,275.00 from the ½ Cent Parks and
Recreation sales tax for construction of Monfort Park and to add
an equal amount to the revenue budget for Fiscal Year 08-09.
All
approved. Motion passed.
Motion made
by Boyd Wietecter and seconded by Nick Ohlman to recommend to
City Council to purchase the playground equipment for Montfort
Park from Cunningham and Associates not to exceed $30,000.00.
All
approved. Motion passed.
B
COMMUNITY PICNIC PROPOSAL
Murray
Pounds reported the Kirkwood -Webster Times has requested the
Lion’s Pavilion for a community picnic and concert on July 14th
for 500-700 people. There is a concern that this large amount
of people for this site, coupled with the live music, will put a
burden on our parking situation which will already be strained
due to a swim meet on the same date. Murray is going to talk to
the people at the Kirkwood-Webster Times and suggest using the
amphitheater for the event.
C.
MAINTENANCE UPDATE
The
Maintenance Report for January 2008 was handed out to Park Board
members in attendance.

OTHER MATTERS
None
V.
DIRECTOR’S REPORT
Murray
Pounds reported the National Guard is going to send a packet
regarding their possible participation in work at Greentree
Park.
The
Missouri Parks and Recreation Association State Conference is
the first week of March. There is money in the budget if any
Board Members wish to attend the conference.
The Police
Department has been checking the speed and number of cars
traveling on Rifle Range Road.

closed session to discuss real estate at 8:30 p.m.
