Pursuant to notice of meeting duly given,
the Planning and Zoning Commission convened on Wednesday, April 4, 2007,
at Kirkwood City Hall. Public Works Director Kenneth D. Yost, Assistant
City Engineer Todd Rehg, and Administrative Secretary Patti Dodel also
attended the meeting.
1. Chairman Waltz called the meeting to order at 7:00 p.m. Mr.
Ross was absent and his absence was excused. Ms. Starr was absent and
expected to arrive.
2. Motion was made by Mr.
Soraghan and seconded by Mr. Bliss to approve the minutes as written for
the March 21, 2007, meeting. The motion was unanimously approved by the
members present (Ms. Starr and Mr. Ross were absent).
3. PZ-26-07 SPECIAL USE PERMIT (CONTRACTOR’S YARD) AND SITE
PLAN REVIEW - KIRKWOOD MASONRY, 404 EAST ELLIOTT

Petitioner, Daniel Head
(Subcommittee - Mr. Soraghan and Mr. Bliss)
The subcommittee met at the site March 26 and was advised by Mr.
Head that he intends to submit a revised site plan. The Subcommittee
advised Mr. Head that the Commission must take action at the April 18
meeting unless an extension of review time is granted by Mr. Head.
4. PZ-30-07 SITE PLAN REVIEW - CONCORDIA LUTHERAN CHURCH,
PARKING LOT AT 504, 508, 520 SOUTH CLAY & 129 IDLEWILD

Motion was made by Mr. Bliss to approve the site plan for Concordia
Lutheran Church. Mr. Golterman commented that the subcommittee did not
have a report at this time. Mr. Bliss withdrew his motion. Mr.
Golterman reported that subcommittee met for the fourth time on March 26
at the site. Access to the proposed lots and landscaping are still under
discussion. Ms. Starr arrived at 7:12. The subcommittee will schedule
another meeting.
5. PZ-32-07 REZONE R4 TO B3 AND SITE PLAN REVIEW - SQUEAKY
CLEAN CAR WASH, 920 SOUTH KIRKWOOD AND 111 CHESTER

Petitioner, Donald Uxa
Don Uxa stated he is
requesting a rezoning from R4 to B3 at 1112 Chester Avenue to construct
a five-bay self-serve car wash and a site plan review to construct a
15,246 square foot, one-story, multi-tenant building with 74 parking
spaces at 920 South Kirkwood Road. The existing eight-bay car wash with
100-foot tunnel would be demolished.
Chairman Waltz
appointed Mr. Osborn (chair) and Mr. Ross (secretary) to the
Subcommittee.
6. PZ-33-07 SPECIAL USE PERMIT (CONTRACTOR’S YARD) AND SITE
PLAN REVIEW - 550 AND 556 LEFFINGWELL AVENUE
Submitted: 3-16-07 Automatic Recommendation Date: 7-14-07
Petitioner, Rex Pearl
Rex Pearl stated he is
requesting a special use permit for a contractor’s yard and site plan
approval to construct an office/warehouse on the 0.68 acre site.
Chairman Waltz
appointed Mr. Frick (chair) and Mr. Ross (secretary) to the
Subcommittee.
There being no further business, the
meeting adjourned at 7:45 p.m. The next meeting is scheduled for April
18, 2007, at 7:00 p.m.
