Planning & Zoning Commission Minutes

January 3, 2007

Pursuant to notice of meeting duly given, the Planning and Zoning Commission convened on Wednesday, January 3, 2007, at Kirkwood City Hall. Council Member Tim Griffin, City Attorney John Hessel, Public Works Director Kenneth D. Yost, Assistant City Engineer Todd Rehg, and Administrative Secretary Patti Dodel also attended the meeting. 

1.    Chairman Waltz called the meeting to order at 7:05 p.m.  Mr. Golterman was absent and his absence was excused. 

2.    THREE-YEAR REVIEW OF COMPREHENSIVE PLAN

      (Subcommittee - Mr. Waltz, Mr. Osborn, Ms. Starr, and Mr. Frick)

      Mr. Frick reported that the subcommittee met periodically over the past three to four months to review the goals of the Vision 2015 Comprehensive Plan.  Permit Consultants was retained to assist the City in the review process and Dan Niebaum was present to provide a presentation of the draft of the update to the Plan. 

      Mr. Niebaum stated that the Comprehensive Plan was adopted by the Planning and Zoning Commission in 2003 and has been reviewed annually by staff.  A subcommittee was appointed in April, 2006, to begin the three-year review of the Plan. 

      Mr. Niebaum read Goal Nos. 1, 4, 5, 6, 7, 9, 11, 13, 17, 19, 20, 23, 24, 25, 26, 28, and 30 of the Plan; referenced the Future Land Use map; and Special Focus Areas.

      Chairman Waltz asked if there were any questions or comments from the audience, and the following responded:

      1.    Larry Gnojewski, 1058 Glenford Court, spoke about Big Bend

      2.    John Moran, Windsor Forest neighborhood, doesn’t want change

      3.    Mrs. Ray, South Geyer, spoke regarding students at Meramec Campus and widening of Big Bend

      4.    Mr. Ray, South Geyer, cited traffic problems on Big Bend

      5.    Norella Huggins, 1965 Meadowtree, #5, agrees with 95% of report and opposed to pursuing study of Big Bend

      6.    Alan Hopefl, 12 Orchard Way, apoke about Big Bend

      7.    Ginny Garesche, 435 North Harrison, spoke about Big Bend and Manchester Road

      8.    Randy North, 1 Norton Place, spoke about flood plain along Big Bend, eminent domain, TIFs, and a crosswalk for Meacham Park

      9.    Bill Ruppert, 1328 Forest, tree preservation

      10.   Nancy Nourse, 1190 Mariedale, asked about Goal No. 20

      11.   Ron Ryan, 1286 Oakshire, spoke about Big Bend

      12.  George Votruba, 945 South Kirkwood, spoke about Big Bend

      13.   George Votruba, Sr., 945 South Kirkwood, spoke about businesses on Big Bend and Kirkwood Road

      14.   Everett Stout, 206 Prospect, has had a business on Prospect for 30 years and wants the City to encourage small businesses

      15.   Carl Zimmerman, 1424 Wilton, spoke about Big Bend

      16.   Ernest Jordan, 623 East Madison, questioned “GIS Correction” on page 23

      17.   Jane Von Kaenel, 10917 Big Bend, spoke about Big Bend

There being no further business, the meeting adjourned at 9:40 p.m.  The next meeting is scheduled for January 17, 2007, at 7:00 p.m.
