1. Approval of Minutes: Minutes from
March 14, 2007 meeting were approved as read.
2. Volunteer Coordination: None

4. Certificates of Appropriateness:
Two COA’s submitted from Agape Construction Company, both
dealing with new construction in the Meramec Highlands
subdivision
Case 07-04, 1025 Barberry
Lane – Consists of new construction of a single family
atrium ranch home within the Meramec Highlands historic
district. The applicant is Mr. Nicholas Fahey of Agape
Construction Company. The COA was Approved With
Conditions that a window be added to break up the expanse of
wall of the garage on the east elevation.
Case 07-05, 1075 Barberry
Lane – Consists to new construction of a single family two
story traditional home within Meramec Highlands local historic
district. The Applicant is Mr. Nicholas Fahey of Agape
Construction Company. The COA was Approved With Following
Conditions: (1) Roof pitch changed from 10-12 to 8-12. (2)
Concrete on the front elevation given a “finished” look from the
street. (3) Cupola over the west wing be moved to garage and
brought into scale with rest of the building.

5a. Favorite Building Awards
Ceremony – The commission reviewed opinions formed during
“drive by” of the nominated buildings on Thursday April 5th.
Final decision of nominees was then made. The question arose
during the review as to how to deal with ties when multiple
nominations were deemed worthy of recognition in the same
category. After some discussion the commission decided to
eliminate the ordinary modifier “best” used in previous years
and use other descriptive modifiers such as “prime” or “great.”
In all, twelve awards were selected.
5b. Historic Quinette
Cemetery – It was announced earlier this year that the Park
Board has officially taken over responsibility for the cemetery
and the City Council has approved the Park Board ordinance.
Issues of significance are: (1) Any third party improvement will
have to be approved by the Park Board and will have to be
financed by the party making the request. (2) All changes and
improvements to the grounds will have to be done in accordance
with Park Board standards. Because the cemetery is a landmark,
regarding matters of visual modifications to the site will
require consultation of the Commission by the Parks Board.
5c. Signage for entrances to
historic districts - Alan Lamberg presented the preferred
design of the signage, which was approved by the commission and
will be presented to the City Council for final approval.. The
aluminum sign will be 24 by 24 inches and will utilize official
City colors (dark green with a red ribbon border). The City of
Kirkwood seal will be centered on the sign. The name of the
historic district (Central Place, Meramec Highlands, East
Monroe, or Jefferson-Argonne) will appear above the city seal
and the words – Historic District, will appear below the seal.
5d. Ordinance Review –
The remaining ordinance draft to be reviewed, Provisions Related
to Procedures for Design Review, was tabled until the next
business meeting.
