  Landmarks Commission Minutes

Present: Commissioners Matt Bivens, Dave Brown, Steve Emer, Pat Jones, David Meyers, Phyllis Ravensberg, Tom Riggs, Council Liaison Art McDonnell and Staff Liaison Alan Lamberg.

Case 08-01 – 217 S Woodlawn Avenue, Landmark # 29 Sutherland-Mitchell-Shallcross House. Demolition of outbuilding. The home owner, Carson Shelley made a presentation requesting permission to demolish 2 outbuildings on his property. He brought detailed photos of both buildings. He wishes to demolish the buildings with the thoughts of adding a garage with a second floor rec room for his children and pool to the area.

The brown structure is deemed of little historical significance. It was an old tennis shack. However, the white structure appears to have possibly been the summer kitchen for the original home. Unfortunately, it is experiencing significant deterioration. It is a wood frame building on a dirt foundation. The chimney is sagging and there is 3 to 4 inch sag from one window to the other. The owners have tried offering the building to the Historical Society, but there is no space available. They have also considered jacking up the foundation but have found this alternative to be very expensive. They have also considered lifting the roof and adding a second floor.

Commissioner Bivens agreed that the brown structure had little historical significance. He felt, however, that the white structure was significant and a part of the development of the main house. It would be helpful to determine its original use.

Commissioner Brown suggested removing the chimney and moving the building to a concrete pad. Then it could be used as storage shed.

Commissioner Meyers seconded the historic importance while also acknowledging the financial issue.

The owner feels that he is in a bind of preservation versus financial. He feels they have been very sensitive to the historical nature of their home and property but the financial burden that would incur to rehab the white building is excessive.

Commission Meyers suggested offering the building to the public to see if any citizen would consider preserving it. He also suggested that the style of that building be used in the design of the new garage and/or pool house. He also offered suggestions to attempt to save it by having it moved to a concrete pad. He also suggested offering the site to an archaeological class at a college. This would also help to determine the original use of the building.

Councilman McDonnell suggested that Mr. Shelley talk to the Building Commissioner about new restrictions on garage height and use of the second floor before proceeding with the idea of a rec room on that second floor.

It was noted that there would be a mandatory stay of demolition for a minimum of 60 days. Staff Liaison Lamberg will put together a press release to the city and notify local colleges during that time

Discussion to try to keep as pool house. Wait to apply for permit until Commissioner Riggs looks at the building to assess cost to rehab.

Case 08-02 – 349 North Woodlawn Ave, Landmark #87 Charles Biggers House. Alterations. Presentation by Jason Hunt, homeowner and Don Anderson, architect/builder.

Mr. Hunt recently purchased the property and is presenting plans to updates sections of the house. The plan is to enclose a portion of the second floor porch on the second floor of the south side of the home to create a nursery space and to create a porch/entry way on the rear of the house.

COA approved with the following changes:

The windows on the second floor porch addition are to match the windows in the original house – six over one, double hung – and to be the same height.

The horizontal trim surrounding the middle of the second floor addition is to be removed.

Instead of 3 windows on the front, or east side of the addition, there is to be one window, which is to follow the guide lines above.

On the south side of the addition, there is to be one window, following the guidelines for windows as stated above.

The railings on the remaining section of second floor porch are to replicate the railings found on the front porch. These railings will also be replicated on any railings on the changes to the rear of the house.

The posts on the second floor porch are to be larger with a wide base tapering as they ascend. Any posts in the rear changes are to be replicated in this style.

Old Business

Savoy, proposed local historic district –

Tally of responses from non-petitioners. It is noted that there was minimal dissent and that a majority of the residents of the Savoy subdivision wish that it become a Landmark District. It is also noted that the subdivision has met the criteria necessary for it to be considered as a Landmark District. Commissioner Meyers made a motion to designate the Savoy subdivision as a Landmark District. This motion was seconded by Commissioner Bivens. It was approved unanimously.

Historic Inventory Report. On January 19, 2008, the district was inventoried by Commissioners Emers, Riggs & Ravensberg and Staff Liaison Lamberg. The inventory and photographs are currently being transcribed.

Development of Guidelines – see long range plans.

New Business

Citizens seeking advice. None.

Development of 4-year plan. Staff Liaison Lamberg passed out an outline entitled "Plan 2012 – A Plan for Historic Preservation in Kirkwood, Missouri". Commissioner Jones reviewed the outline and pointed out the items already in motion. Every commissioner has been charged with the responsibility of reviewing the plan and adopting an item of special interest to be spear headed by each commissioner. The plan is to be reviewed for any additional items that commissioners may want to add and the current list needs to be prioritized.

Staff observations. Staff Liaison Lamberg reiterated the importance of each commissioner reviewing the long-term plan for suggestions and comments and to choose an area of interest.

Adjourn. A motion was made and seconded to adjourn the meeting. Approved unanimously. Meeting adjourned at 12:30 pm.
