  Landmarks Commission Agenda

Present: Commissioners Dave Brown, Pat Jones, David Meyers, and Tom Riggs. Alan Lamberg (Staff).

Guests: Rob Ferber, Jana Tappmeyer, Dan Radcliff

1. Approval of Minutes:  The minutes of the January 10 & 22, 2007 meetings were approved as read.

2. Volunteer coordination: none.

3. Citizen Comments: none.

4. Certificate of Appropriateness:

Case 07-02 – Central Place 332.  Mr. Rob Ferber submitted plans for new construction of a garage in the Central Place local historic district.  The garage would be 22’x22’ on the southwest corner of the lot; 440 square feet; 1 story.  APPROVED with suggestions: Battes same width as brackets.  Windows 3 over 1 or 1 over 1, original types.  Battens same color as stucco.  Garage to have some lites or some detail.

Case 07-03 – Central Place 312. Mr. Rob Ferber submitted plans for new construction of an addition in the Central Place local historic district.  The addition would be attached to the rear.  APPROVED WITH CONDITIONS: New addition must be offset from original structure. Material should not match original stucco; instead, synthetic “Sto” stucco would do.

5. Old Business:

a. Ordinance Review.  Mr. Lamberg had compiled three provisions to be reviewed by the commissioners.  (1) Nomination and Designation procedures; (2) Economic Hardship; and, (3) Definitions.  There was discussion about whether or not it is appropriate for the Commission to be responsible for ruling on economic hardship; instead, the City Council may prefer to rule on it.  Furthermore, there is concern that the provision would be used as a loophole to push through unregulated development.  On the other hand, a well-written provision with reasonable standards and procedures may prevent a loophole.  This issue will be further considered by the commissioners.  The Building Commissioner will be consulted, too.

b. Makles-McGrath / Dougherty Ferry 1441.  Stay of Demolition period expires on March 2, where the Building Commission will grant a demolition permit to the applicant.  The question was raised as to what happens afterward.  Landmarks Commission directed Staff to consult with City Attorney on what would be appropriate action by Commission according to law.

c. Historic Quinette Cemetery.  Commission to review the recent ordinance that transfers agency oversight to the Parks Department of Kirkwood.  Commission may name a liaison to the Park Board of Kirkwood.

6. New Business:

a. Citizens seeking advice to preserve their historic properties: none.

b. Which landmarks and other historic structures are open to the public?  Tabled for next meeting.

c. Signage to indicate entrances to historic districts.  Briefly, staff showed examples of entrance signage to historic districts.  It was noted that Kirkwood Sign Code exempts the Landmarks Commission from submitting review of historic signage to the Architectural Review Board.  The Commission intends to present their plans for signage to the City Council for approval and appropriation.

d. Staff observations, suggestions: none.
