  Landmarks Commission Minutes

JOINT MEETING WITH ARCHITECTURAL REVIEW BOARD

January 22 , 2007

Present: Commissioners Dave Brown, Steve Emer, David Meyers, Phyllis Ravensberg, Tom Riggs, Wally Schramm and Alan Lamberg (Staff), Art McDonnell (Council Liaison); Architectural Review Board: Laurance Berri,  Chairman,  Carol Gossett , Donald Hussman and Todd Kohlbecker, Tony Carvlaho (Staff), Connie Carr (Council Liaison)

1. Approval of Minutes:  minutes from January 11th not yet ready.

2. Volunteer Coordination: None

4. Certificate of Appropriateness: Case No. 01-07 – 157-159 W. Argonne Dr. – Matthew Burghoff of Mambo Development, LLC. The owner/petitioner wishes to submit building design plans for approval. He appeared before the joint Board/Commission in a Q and A session (no formal presentation) regarding those plans.   

Design review by commissioners considers the fact that the building has been through two distinct historic periods-- 1878 and 1910.   The latter, "Mediterranean" period is characterized by the stucco and wrought iron decor.  Mr. Burghoff stated that the Kirkwood City Council had previously approved changing usage of the property from retail to a restaurant. While the board/commission had previously seen the floor plan, no elevation drawings were available.  The only elevation plan presented at the meeting was that of the north elevation of 159 Argonne from the courtyard.  Major issues and decisions from the meeting follow. 

Stated intention to maintain as is:

  • Doorway that used to lead out to the balcony
  • Windows on upper floor
  • Clock
  • Courtyard tree

Stated intention to remove and replace:

  • Courtyard resurfacing with concrete stamp to simulate a brick or tile
  • Remove wooden pickets along balcony, which are rotted; replace with balusters made of aluminum (simulating wrought iron look), to compliment the existing wrought iron fence. Commission needs to see a presentation of how this would look-- whether it is a section of a mockup, detailed drawing or picture.  While one commissioner would recommend wooden pickets, considering the age of stucco as another phase of Mediterranean style, the majority of commissioners would consent to aluminum balusters. 
  • Commissioners would like to see the small vestibule in the southwest corner of the courtyard remain because of original character of the design.
  • Courtyard staircase to be removed to make space for restaurant seating.
  • Remove all window air conditioners on all buildings, and replace with central HVAC. 

Stated intention to add:

  • Gate to existing wrought iron fence; will match in materials.  Operating gate and one parking space will allow access for deliveries during the days and may be closed and parking space vacated during restaurant hours.

·        Screens on the first story rear of Argonne, visible from courtyard; recommendations from boards are stucco panel that blends into the building, integrates with rest of building.  Don’t need to screen it from all sides.  Leave a 4" section open underneath for airflow.

  • Rooftop equipment with screens where visible from the street or courtyard.  Kitchen vents should be on roof versus external walls of the building.

Stated intention to renovate:

  • Garage will be incorporated into the restaurant, but folding doors remain and will be able to be opened to the courtyard, weather permitting.

Pending further planning:

  • Color and style of awnings
  • Signage
  • Parapet screening
  • 108-110 N Clay site plan

Landmarks Commission requires a complete site plan, elevations, color samples, and other items as described above.  Therefore, this application for COA was tabled pending more complete project plan.  Also Tony Carvalho, building commissioner, underscored the need for sign-off on plans by ARB and Landmarks Commission before a building permit is issued.  Joint chairs reminded everyone in attendance that this was a preliminary meeting, not a final design review.  Applicant was encouraged to continue with the project but keep ARB/Landmarks informed on progress.
