  City Council Subcommittee On Infill & Residential Construction Meeting Minutes

August 29, 2007

Call to Order

Tim Griffin called the meeting to order at 7:00 a.m.

Approval of Minutes

There were none to approve.

New Business

Tim Griffin made some opening remarks concerning the committee’s past work and what it faces going forward. There are four issues that need addressing.

  • There is an inaccurate perception that the city has no ordinances dealing with infill. Other cities have recently adopted ordinances they have titled as infill ordinances while our ordinances that address infill construction, remodeling, and additions are already adopted and scattered through the Code.
  • The construction process was something the subcommittee already dealt with but may require additional changes.
  • The design of homes is an issue that P&Z offered some recommendations on including height, setbacks, area coverage, etc. These recommendations need to be dealt with.
  • Preservation is the final issue and is one that is not really this subcommittee’s purview but is being addressed by Landmarks.

Tim Griffin suggested scheduling two public forums in the council chambers where interested parties can present their ideas, concerns, and suggestions. A portion of each meeting at the end would be reserved for the committee and staff to comment or respond to broad areas of concerns that might benefit from explanations of state law, current city practices, or engineering principles for example.

The committee agreed to tentatively schedule forums for Thursday evening September 13th at 7:00 p.m. and on Saturday October 6th.  Staff was instructed to check on the availability of the council chambers on those dates and potential conflicts. Notification of the public concerning the two meetings is to be as extensive as staff can make it once the meetings are confirmed.

The next subcommittee meeting will be held on Monday, September 10, 2007 at 4:30 p.m. in the main level conference room at City Hall.
