VIII. CONSENT AGENDA

The Consent Agenda is a meeting method that many City Councils use to help make City Council meetings more efficient and meaningful to the members of the audience.  The City Council voted to begin using the Consent Agenda method as of June 1, 1998.  All matters listed within the Consent Agenda have been distributed to each member of the Kirkwood City Council for reading and study, are considered to be routine, and will be enacted by one motion of the Council with no separate discussion.  If separate discussion is desired, that item may be removed from the Consent Agenda and placed on the Regular Agenda by request of a member of the City Council.  The expenditures listed in the consent agenda are items already approved in the current city budget.

a)             Approval of the December 6, 2007, City Council Meeting Minutes

b)            Resolution 93-2007, appointing Sharon Mitchell and Susan Fulton to the Downtown Special Business District Advisory Commission to fill unexpired terms

c)             Resolution 94-2007, adopting a policy to provide a written advisory on all business licenses regarding businesses being subject to audit

d)            Resolution 95-2007, approving the use of Grace Industries as a sole source vendor for Grace T-Pass electronic firefighter accountability system components ($62,100)

e)             Resolution 96-2007, accepting the bid of World Wide Technology pursuant to State Contract for three CF30 computers and mounting hardware for the Fire Department ($12,900)

IX.  OLD BUSINESS

1.             Bill 9846A, amending provisions of the Kirkwood municipal code, chapter 20, sidewalks

2.             Bill 9847, approving a settlement agreement with U. S. Cellular

3.             Bill 9848, amending the Kirkwood Code of Ordinances by adding Meramec River Greenway Trail as park number 14

4.             Bill 9850, amending Chapter 18 of the Code of Ordinances relating to fees and charges for use of Community Center facilities

5.             Bill 9851, amending the provisions of the Property Maintenance Code regarding temporary conditional occupancy permits

6.             Bill 9852, appropriating funds and accepting the bid of Virginia Transformer Corporation for two transformers for the Alfred Substation ($1,391,000)

7.             Bill 9853, amending the Code of Ordinances by adding a stop sign at Creekside Place at East Clinton Avenue

8.             Bill 9854, amending the Code of Ordinances to prohibit southbound Kirkwood Road traffic from turning left into the public parking lot at 100 South Kirkwood Road

X.  NEW BUSINESS

1.             Bill 9845A, amending the Kirkwood Zoning Code regarding infill development and general development in the single-family residential zoning districts and amending definitions

2.             Bill 9855, appropriating funds from the General Fund (fund balance) to an expenditure account for Laclede Gas charges at the train station ($14,500)

3.             Bill 9856, appropriating funds from the General Fund (fund balance) to an overtime account for snow removal overtime ($10,000)

4.             Bill 9857, appropriating funds from the Medical Fund Balance to pay for flu shots for employees ($2,436)

5.             Bill 9858, appropriating grant funds received from the State of Missouri Traffic Grant program to a Police Department overtime account ($1,901)

6.             Bill 9859, transferring funds from the Police Department salary account to overtime accounts ($47,000)
