The Bureau of Field Operations, led by Captain John Folluo, is the largest bureau within the Department.  The Patrol Division is the primary focus of this bureau.

The Patrol Division

Three lieutenants, six sergeants, and 33 patrol officers staff the Patrol Division. Patrol officers perform the greatest amount of service to the Kirkwood and Oakland communities.  They work to prevent criminal activity, protect life and property, preserve the peace, check suspicious persons and vehicles, investigate crimes and offenses, and make arrests. The patrol officer has many roles - protector, law enforcer, investigator, counselor, problem solver, peacekeeper, and interpreter of the law.

Preventive patrol is an important function of the Patrol Division. Officers make their visible presence serve as a deterrent to crime. Analysis of crime and other calls determines assignment of officers to areas. These patrol areas are periodically reevaluated. Special patrols are tailored for community events and other special details within the City.

The City is separated into four districts. A patrol officer is responsible for any calls for police service in his/her area. At times when there are more demands for police service, additional officers are scheduled to work. They can handle assignments, serve as backup, and assist on calls of a serious nature. All patrol officers are under the supervision of a sergeant and lieutenant.

The bicycle patrol unit is part of the patrol division.  It was formed in 1995 and has been in use ever since to patrol areas of special concern including:

  • The Business District
  • Parades and Festivals
  • Neighborhoods

In regards to incident and problem handling, the bicycle patrol unit has the advantage of increased mobility in congested areas and gaining the element of surprise when necessary. The bicycle patrol has also changed  the role of the "beat" officer by allowing the officers to get out of cars and onto bikes where they can increase personal contact with citizens and businesses.
