When will the automatic payment plan be available to pay
my City of Kirkwood utility bill?
It is available now. Please call the Finance department at
822-5843 for the application form that is required in order to
set up your account for this service.
May I send someone else in to city hall to sign me up for
utility services?
Yes, but they need to be prepared with your correct
address, your social security number, phone and work numbers,
and the date that you would like the utility service to be put
in your name.
What about budget billing?
After one year of receiving utility services if you have a
good payment history you may apply for budget billing. Even
with a year’s history as a basis for estimating your bill,
the city periodically reviews budget billing amounts to avoid
having relatively large adjustments for customers at year end.
When are black trash bags delivered?
The Sanitation department delivers one roll of 50 plastic
trash bags to each curbside customer by the first of May and
the first of November. Additional bags are available at City
Hall for $7.00 per roll.
Do all businesses pay on gross receipts for business
licenses?
A city ordinance sets out who must have a business license
in accordance with state law (which specifically exempts
certain occupations). A very few businesses are charged a flat
fee. Any changes to the fees charged in the business license
ordinance would need to be passed in a general election. For more specific information on business licenses call
822-5832.
What exactly is the Special Business District and the
advantages it offers?
The Special Business District is a group of downtown
businesses that have voted to tax themselves. They employ an
Executive Director, Donna Poe (822-0084) who would be happy
to discuss their programs and services. These services include
beautification of the downtown, promotion of member
businesses, running the Farmer’s Market, and sponsoring
special events.
How can I obtain space at the Farmer’s Market?
You would need to contact the Special Business District at
822-0084.
When does the municipal court take place?
Municipal court is held the first four Tuesdays of every
month at 7:00 p.m. in the council chambers on the second floor
of city hall at 139 S. Kirkwood Road.
What do I do if I have a conflict with a prior commitment
on the date I am scheduled to come to court?
Under normal circumstances, the court clerk has the
discretion to grant a request for a continuance to another
Tuesday evening. Call 822-5840 to speak with the municipal
court clerk.
Why must high school students bring a parent to court?
Minors are required to bring a parent with them to court so
that the court can be sure that a parent is aware of the
situation and learns the options for resolution.
Are all fines pre-payable?
Some fines are pre-payable, including improper
registration, expired plates, speeding, and violation of a
traffic signal. By pre-paying violators avoid having to come
to court. Check with the Municipal Clerk at 822-5840 to see
if your citation can be pre-paid.
If I pay this speeding ticket, will points be assessed
on my license?
By paying the speeding ticket you are in effect pleading
guilty and yes, points will be assessed on your license. There
are two points assessed in all moving violations except for
violating a stop sign which assesses only one point. In some
instances the court can assign probation which allows for these
points to disappear at the end of a specific time period if no
further violations occur. The court can also allow a defendant
to plead guilty to a lesser offense which may not carry points.
These matters are decided individually through the trial
process.
