Occupancy Permits
In the City of Kirkwood, an Occupancy Permit must be obtained before occupying any house, condominium, apartment, or commercial building. All occupied buildings must be inspected and approved for compliance before occupancy. This includes a new resident, tenant, or business. Occupancy Permits can be obtained at the Building Commissioners’ office, located in the lower level at Kirkwood City Hall, 139 S. Kirkwood Road.

What is the cost of an occupancy permit?
There is no charge for an occupancy permit. The fee is for the Property Maintenance Inspection. Call 314-822-5823 for a schedule of fees.
What information is needed on the occupancy permit?
Residential:
- Property address and mailing address, if different than property address
- Applicant and spouse: Name, drivers’ license numbers, place of employment, date of birth, day and work phone numbers
- Other persons occupying the dwelling unit: Name, relationship, date of birth
- Type of home occupation (if applicable): If the tenant is operating a business from the house
Commercial:
- Property address and mailing address if different than property address
- Type of business. Estimated number of employees.
- Tenant: Business name, applicant name, home address, drivers’ license number, date of birth, and day, night and emergency phone numbers
- Owner/Manager/Agent: Name of company or property owner, property manager name, address, and day, night and emergency phone numbers
How do I obtain a copy of the Occupancy Permit Application?
Please call 314-822-5823 to request an application, or visit the Building Commissioner's office on the lower level at City Hall, 139 S. Kirkwood Road, to pick one up.
Can I send someone in to fill out the application for me?
Yes, as long as they have all of the required information.

How do I sign up for utilities?
For Kirkwood water, electric, and sanitation services, call the Finance department at 314-822-5843, or visit the Finance window at City Hall, 139 S. Kirkwood Road.
