Memorial Walkway Dedication

Memorial Walkway In May 2010, the City of Kirkwood dedicated a Memorial Walkway in memory of the public servants who lost their lives on February 7, 2008. The Walkway is located along the north perimeter of Kirkwood City Hall, adjacent to the train tracks. A plaque for each individual, along with a lighted pole and nearby bench, were dedicated for Mayor Mike Swoboda, Police Officer Thomas Ballman, Police Sergeant William Biggs, Councilmember Connie Karr, Councilmember Michael H.T. Lynch, and Public Works Director Kenneth Yost.

In April of 1984, under a new form of Home Rule Government, the people elected a Mayor and six Council Members to be elected at large. Initially, the three individuals receiving the largest number of votes were elected to four-year terms and the other three to two-year terms, instituting the staggered term system.
