The City of Kirkwood’s Charter places administrative authority with the Chief Administrative Officer and legislative and policy-making authority with the City Council. The City Clerk is appointed by the Mayor and Council and works in several capacities, including Custodian of Records and as the main source of contact for the Council. One of the most important functions of the City Clerk is to serve as a direct contact with residents wishing to express concerns about City services or issues. In this capacity, the City Clerk acts as an impartial conduit in relaying these concerns to the City Council and ultimately to the appropriate staff member for resolution.
The City Clerk accepts and handles Special Use Permits applications, records requests, and special event permit requests. The City Clerk prepares and posts agendas and meeting minutes for Council meetings and maintains records for the Council and the City. The City Clerk also conducts tours of City Hall for area student groups upon request and accepts voter registrations (see FAQs).
