It's available in the state of Missouri and to Illinois residents of St. Clair, Clinton, Randolph, Monroe, Madison, Jersey, Greene, Calhoun or Macoupin counties. Three-digit dialing is available from all landlines in these areas, as well as some cell phones. You can also reach the 2-1-1 call center at 800-427-4626.
