It's available in the state of Missouri and to Illinois residents of St. Clair, Clinton, Randolph, Monroe, Madison, Jersey, Greene, Calhoun or Macoupin counties.   Three-digit dialing is available from all landlines in these areas, as well as some cell phones. Human Rights Commission

Advises the City Council on ways to: Promote awareness, recreation, employment, legislation, education, accessibility, and participation of and for minority groups, including persons with disabilities; remove any inequalities that pertain to minority groups and the disabled in such areas as housing, recreation, education, employment, law enforcement, services, and accessibility; encourage participation by minority groups and disabled persons in City programs.  A complete membership roster is available.

Human Rights Commission Announces 2015 Essay and Art Contests

The Kirkwood Human Rights Commission will once again hold an Essay Contest for high school students who are juniors during the 2014-2015 school year and enrolled at Kirkwood High School, Vianney High School, Ursuline Academy, or any 11th-grade Kirkwood resident enrolled elsewhere, as well as all 11th-grade home-schooled students who live in Kirkwood.  The deadline to submit an essay is February 20.  Please click here to download the press release with the full essay guidelines, rules, and judging criteria


The Human Rights Commission will also sponsor a first-ever Art Fair and Competition in partnership with Robinson Elementary School and the Kirkwood School District. This will be a juried art competition that is open to all students in the Kirkwood community, grades 4 through 12.  Please click here to download a flyer with the specifications and guidelines.  Certificates will be awarded in each grade level for First Place, Second Place, and Best Representation of Theme. The Art Fair will be held at Robinson Elementary School on March 7.  Participants must register in advance.  The deadline to register is February 13. Click here to download a registration form.
